Cleland Place, located in Wilmette, is privately owned and operated. Residents of this development are required to pay 30% of their income in rent while the HACC subsidizes the remainder. Cleland Place is a mixed-income housing community with one and two-bedroom project-based voucher (PBV) units. Applicants currently on the HACC’s Housing Choice Voucher (HCV) Program wait list will receive preference over other applicants.

The Housing Choice Voucher (HCV) Program provides rental assistance to help low income persons afford decent and safe rental housing. HCV Programs are funded by the Department of Housing and Urban Development (HUD), and administered by public housing agencies throughout the country. The Housing Authority of Cook County (the HACC) is the housing agency that administers an HCV Program in Suburban Cook County.
