Director of Facilities Management

SUMMARY
The Director of Facilities Management is a leader with in-depth knowledge of facility operations for real estate assets including affordable multi-family housing and commercial office space.

The director will be responsible for the overall design and construction and/or renovation of properties managed by the Housing Authority of Cook County including, but not limited to, new construction, modernization, Maintenance Department oversight, etc. The Director of Facilities Management is an executive level position that is expected to exhibit positive leadership skills and high ethical standards. The director will work closely with property managers, maintenance and vendors to ensure our properties are well maintained and meet or exceed compliance standards set by HUD and local authorities through knowledge of industry best practices and implementation of technology and systems that improve property operations.
Operational Management: The Director of Facilities Management will contribute to strategic planning and oversee the operational performance metrics for our facilities. Key performance indicators will include (but not limited to) average time to turn a unit, maintenance request response times, utility usage and specific preventative maintenance schedules customized for each property.
Vendor Management: Build and maintain strong relationships with vendors and contractors. Ensure high-quality work, adherence to budgets and compliance with timelines and legal requirements. Collaborate with the Procurement Department to manage a vendor list for the entire portfolio, and ensure it is readily available and maintained according to changing requirements and vendor service levels.
Policies and Procedures: The Director will develop and implement departmental policies and procedures related to maintenance to optimize performance, streamline processes and ensure compliance with applicable regulations. This ensures our portfolio operations meet industry standards and best practices.
Compliance and Regulations: Ensure compliance with all relevant laws, regulations and industry best practices for physical facilities. This includes, but is not limited to, HUD regulations (e.g. REAC/INSPIRE), Americans with Disabilities Act, local, state and federal safety, health and building codes. The Director will collaborate with the Chief Property Officer and other staff on regulatory inspections and will assure compliance with insurance provider requirements.
Technology Integration: Evaluate and implement technology solutions to streamline operations, improve reporting and communication capabilities.
Risk Management: Identify and mitigate risks related to facility operations. This includes emergency preparedness, environmental concerns, potential liabilities and safety hazards.

Additionally, duties include overseeing of the evaluation, improvement and/or establishment of a safety program that includes regular employee training at hire and throughout employment, regular updates to emergency plans and known protocols when emergencies do happen at HACC facilities. The director will collaborate with property managers and the Human Resources department in this effort.

EDUCATION, EXPERIENCE AND/OR CERTIFICATION
• Bachelor’s Degree in Engineering, Design, Property Management, Business Administration, Mechanical or related field is preferred. A combination of education, professional experience and certifications may be considered in lieu of a Bachelor’s Degree.
• Minimum of 5 years professional facilities management/repairs, construction, engineering and mechanical maintenance at commercial/residential buildings. Professional understanding of HVAC, electrical, plumbing, carpentry, etc. is required.
• Minimum of 5 years’ experience managing maintenance/janitorial staff.
• Minimum of 3 years’ experience with operational/budget management and forecasting capital expenditures. Ability to read and understand financial statements.
• Excellent written/oral communication skills and strong computer skills is a must. Experience with Yardi software preferred.

SALARY

The salary for this position is $110,000 – $125,000.
