Property Accountant

SUMMARY
The primary responsibility of the Property Accountant is handling the day-to-day accounting operations of an assigned portfolio of properties. To assist the Property Accounting Manager in ensuring property managers operate within their budget, obtain necessary approval for required revisions, and maintain proper accounting financial statements, and internal control.

ESSENTIAL FUNCTIONS
– Responsible for accounting for a portfolio of properties including general ledger month-end close and supporting work papers. Portfolio includes Public Housing and RAD properties.
– Reviews the balance sheet and income statement to ensure all transactions are recorded appropriately and timely. Analyzes and understands fluctuations in account balances and identifies drivers.
– Maintains and updates individual property workbooks reviewed by management.
– Reviews and approves payables ensuring proper GL coding and descriptions.
– Prepares budget to actual variance reports.
– Ensures compliance with internal controls.
– Interact with the Property Manager on various financial issues relating to the operations of HACC properties.
– Completes monthly financial analysis and assist manager with forecasting and budget reviews.
– Completes reconciliations of various accounts.
– Performs an account receivable roll-forward and reconciliation accounting for the monthly rent billings, cash posted to accounts receivable, rental income, and cash receipts per bank.
– Completes transfers of the Public Housing Program (PH)’s Family Self Sufficient (FSS) program financial activity, and utility allowance payments.
– Assist Manager on audit findings and related action plans.
– Assist Manager on any Rental Assistance Demonstration (RAD) conversions as well as understanding requirements of the program.
– File unclaimed property reports with the state of Illinois.
– Other duties as assigned.

OTHER DUTIES AND RESPONSIBILITIES
– Complies with applicable job-related local, state, and federal regulations Knowledge of applicable national, state and local regulations, statues, policies and procedures regarding Low-Income Housing, or other housing type as determined by the department as the time of job posting.
– Meets or exceeds applicable job-related HUD performance standards particularly PHAS.
– Responsible for safety while performing all facets of job and observes all Housing Authority safety procedures, as well as all local, state, and federal safety laws and regulations.
– Performs other duties as assigned.

EDUCATION, EXPERIENCE AND/OR CERTIFICATION
– Bachelor’s degree (BA) or equivalent in a related field of study, such as accounting, finance, economics, or public policy, from a four-year accredited college or university.
– 2+ years related accounting and property management experience in public housing required.
– 2+ years YARDI property accounting experience.
