SUMMARY
The Chief Property Officer (CPO) serves as a key member of the executive team, responsible for developing strategies and managing the performance of every asset in the Housing Authority of Cook County’s (HACC) affordable housing portfolio. Such management includes feasibility analysis, acquisition, deal structuring, design development, financing, public approvals, construction and close out. This position will also be responsible for the management of the current portfolio.

ESSENTIAL FUNCTIONS
• Actively participate in the development and oversight of long range, strategic and budget planning processes. Provides effective oversight of HACC’s portfolio to improve the value and performance of all assets, pursuant to federal requirements and the lender/investor requirements.
• Develops and implements effective operational processes and performance goals established by the HACC, HUD, IHDA, lenders and investors.
• Coordinate cash flow requirements, annual budget, and other financial and budgeting concerns associated with each asset with Finance.
• Coordinates the HACC’s plans for effective repositioning of Public Housing to viable, self-sustaining assets that are highly marketable and increase the value of HACC’s portfolio.
• Anticipate and support a positive public image, budget management, liability or other issues which may impact the financial, organizational, and/or creative stability of the agency.
• Seek out and analyze information, opportunities, and challenges to assure maximum community investment.
• Model the agency’s customer service orientation with all public, elected or funding agency representatives and agency staff.
• Model, and coach others to conduct business through cross department participation/teams and review, to utilize two-way communication and to foster accountability.
• Oversees the Regional Asset Managers and the Director of Occupancy and Compliance. Perform routine supervisory duties including: selection of new employees, performance evaluation and maintaining discipline.
• Conducts staff meetings with supervisors and/or other division employees to provide and obtain information about the program or to train subordinates in specific areas.
• Prepare reports/presentation for the Board of Commissioners and Executive Director, as directed.
• Interpret HUD, IHDA and Investor guidelines, policies, and regulatory provisions, then ensure compliance within each department. Must review the Federal programs and other housing related periodicals, newsletters, etc. to ensure the HACC operations are consistent with policies and trends.
QUALIFICATIONS
• Extensive knowledge of applicable national, state and local rules, regulations, statutes, policies and procedures regarding Low-Income Housing.
• Proven track record of success in management of affordable and subsidized multifamily rental properties; including good record of tenant relations. Knowledge of problems and needs of families in low income housing.
• Technically proficient in all aspects of affordable housing real estate development, including finance, entitlement and design, construction, lease-up and operations. Finance experience should include the use of Low-Income Housing Tax Credits.
• Excellent planning and organizations skills; ability to analyze complex situations and develop timely solutions and manage shifting priorities, deadlines, and workloads quickly and frequently.
• Excellent communication and interpersonal skills, with the ability to build and maintain relationships with internal and external stakeholders.
• Strong leadership and team-building skills, with the ability to motivate and inspire staff.
EDUCATION, EXPERIENCE AND/OR CERTIFICATIONS
• Bachelor’s degree in business, real estate development, or related field preferred, with sufficient experience to provide detailed and accurate financial analysis, and strong leadership in property management practices and techniques.
• Ten (10) years in housing development, commercial real estate, finance, or urban planning field, preferably for a non-profit or government agency. Five (5) years supervisory or managerial level experience at a public housing authority.
• Knowledge of HUD regulations and requirements is required.
• Certified Property Manager Certification is a plus.

ADDITIONAL WORKING CONDITIONS
• Requires availability to work beyond normal workday.
• Work environment consists substantially of indoor office activities performed in a heated/air- conditioned setting.
• Frequent travel to various work locations in all weather conditions. Must have own transportation.
• Position requires the need to walk, sit, and/or stand for extended periods of time.
• Appointees will be required to possess a valid driver’s license and be insurable according to agency guidelines only if the operation of a vehicle is necessary to perform essential duties of the position.
SALARY
The salary range for this position is $120,000 – $135,000.
