SUMMARY
Under direction of the Director of Leasing and Compliance, conducts audits at the Multifamily and LIPH sites. The position is responsible for protecting the integrity of the HACC Leasing and Compliance Program by ensuring all of HUD’s rules and regulations are followed and that work performed is done in accordance with the policies and procedures set forth in the HACC’s Administrative Plan. Audits work of the staff for accuracy, provides training as needed, and assist in file preparation. The position is also responsible for monitoring HUD guidance and interpreting the affect it will have on the HACC’s operating procedures. Reviews policy and procedure propose changes when required. Additionally, the position investigates allegations of non-compliance with HUD’s rules and regulations and follows up to ensure appropriate resolution. The position provides leadership and direction to the staff. The position works on a team where the essential functions are assigned accordingly.

ESSENTIAL FUNCTIONS
• Monitors file organizations, recertifications and adjustments for accuracy, quality, completeness, and conformance to policy.
• Conducts audits of files to ensure accuracy and identifies areas of weakness or non-compliance in preparation for HUD, IHDA, Investors audits.
• Provides one-on-one training when necessary.
• Prepare audit reports for Director of Leasing and Compliance upon completion of file review.
• Reviews EIV, IVT, Dual Subsidy, Deceased Tenant, PIC, and any other HUD reports to ensure Authority’s compliance with HUD requirements.
• Monitors HUD website for the release of new PIH notices to ensure on-going compliance with HUD rules and regulations; develops revisions to policies and procedures based on HUD changes or to improve performance outcomes.

OTHER DUTIES AND RESPONSIBILITIES
• Represents the Authority both internally and externally as appropriate.
• Complies with applicable job-related local, state, federal regulations and HUD performance standards.
• Responsible for safety while performing all facets of job and observes all Housing Authority safety procedures, as well as all local, state, and federal safety laws and regulations; and
• Performs other duties as assigned and in accordance with the HACC policies.

EDUCATION, EXPERIENCE AND/OR CERTIFICATION
• Bachelor’s degree (BA) or equivalent in a related field of study from a four (4) year accredited College or University or three (3) years related work experience.
• HCV specialist certification.
• Tax Credit Certification (must be obtained within one year of employment)

REQUIRED KNOWLEDGE SKILLS AND ABILITIES
• Knowledge of applicable national, state, and local rules, regulations, statutes, policies, and procedures of the HCV Program, including the HACC Administrative Plan.
• Knowledge of public housing.
• Knowledge of HUD’s Rental Assistance Demonstration (RAD) program.
• Knowledge of real estate transactions, credit reporting, law enforcement agencies/jurisdictions, public record databases.
• Analytical and problem-solving skills;
• Demonstrated computer literacy, including knowledge of Yardi, Word, Excel, and related application.;
• Ability to write and proofread materials for accuracy, including correct grammar, spelling, and punctuation.
• Ability to perform accurate mathematical functions.
• Ability to remain organized, multi-task, and prioritize responsibilities.
• Ability to communicate and interact appropriately with others and demonstrate excellent customer service.
• Ability to follow verbal and written instructions.
• Ability to work effectively with others and work independently.

• Demonstrated punctuality and reliability.
• Ability to produce clear, thorough, accurate, and timely reports.

• Standard office equipment.

ADDITIONAL WORKING CONDITIONS
• Work environment consists substantially of indoor office activities performed in a heated/air- conditioned setting.
• Requires availability to work beyond normal workday.
• 100% travel (by own means) to various work locations in all weather conditions; Valid driver’s license required.
• Position requires the need to sit, stand, bend, climb, stoop, and/or stretch for extended periods of time.

• Frequent repetitive hand movement (e.g. typing).
• May lift, carry, and/or push up to twenty (20) pounds.
• Contact with owners and tenants may become hostile at times.

Salary

The salary for this position is $55,000.
