SUMMARY
The Housing Authority of Cook County (HACC) is seeking a dynamic and resourceful Learning, & Development Trainer to support the growth and effectiveness of our workforce. This role is responsible for designing and delivering training programs that align with agency strategic goals while also implementing performance management metric within the organization. The ideal candidate will be skilled in presenting and developing cross functional learning experiences and works closely with internal teams to deliver engaging and impactful learning experiences, tracks training progress assist HACC in developing a well-rounded structure of professional development within a mission-driven organization.
ESSENTIAL FUNCTIONS
•Assesses training and development needs through communication with department directors and managers in addition to HUD required training. (Fair Housing, Ethics, etc.)
• Reviews existing department training programs (onboarding, desk guides, etc.); suggests enhancements and modifications to improve engagement, learning, and retention and/or to meet the changing needs of staff, the Authority, or the state.
• Develops an end-to-end training road map and training calendar, as per Authority needs, in collaboration with department Directors, to deliver appropriate and effective training.
• Develops unique training programs geared toward developing, tracking, and accomplishing annual goals in alignment with departmental and HACC strategic goals.
• Provide trainings and resource documents that assist managers with assessing employee’s annual performance review or Performance Improvement Plan.
• Creates and/or acquires training procedure manuals, guides, and course materials.
• Presents training and development programs using various forms and formats including group discussion, lecture, simulations, and videos via in-person and remote sessions.
• Evaluates program effectiveness by developing assessment and tracking tools that monitors training progress across the agency.
• Identifies and participates in professional development around best practices related to various aspects of training and development.
• Handles employment-related inquiries from applicants, employees, and supervisors, referring complex and/or sensitive matters to the appropriate staff.
• Maintains knowledge of trends, best practices, regulatory changes, and new technologies in talent management.
• Maintains compliance with federal, state, and local employment laws and regulations, and recommended best practices; reviews policies and practices to maintain compliance.
• Performs other related duties as required.
EDUCATION AND EXPERIENCE REQUIREMENTS
•Bachelor’s Degree in Education, Human Resources, Organizational Development, or a related field required.
• Minimum of four (4) years of training development and facilitation experience required.
• Training certification required. CPLP or APTD
• Proven record of teaching, facilitation, and presentation capabilities.
• Adept with a variety of multimedia training platforms and methods.
• Experience with evaluating and researching training options and alternatives.
• Record of design and implementation of effective training and development.
• Excellent interpersonal and communication skills.
• Excellent organizational skills and attention to detail.
• Excellent time management skills with a proven ability to meet deadlines.
• Proficient with Microsoft Office 365 and related program software.
• Experience with HRIS systems such as ADP or Paycor is preferred.
SALARY
The salary range for this position is $67,000 – $72,000.
