Chief Legal Officer/Senior Vice President

POSITION PURPOSE
The Chief Legal Officer/Senior Vice President will provide oversight of the Authority’s Legal Department including budget development and management. Provide legal counseling on all real estate transactions, contracts and partnerships; provide legal counsel to the Executive Director, senior management and Board of Commissioners on contractual, regulatory compliance, risk and policy matters; provide oversight of all legal matters and litigation. The Chief Legal Officer/ Senior Vice President will directly supervise, Hearing Officers, Staff Counsel, Procurement Department and outside counsel. The Chief Legal Officer/Senior Vice President reports to the Executive Director.


REQUIRED KNOWLEDGE SKILLS AND ABILITIES

• Knowledge in the following is highly preferred: affordable housing finance, Federal and Illinois law, including Freedom of Information Act, the Open Meeting Act and the Illinois Procurement Code and HUD Procurement regulations.
• Familiarity with general principles of contract, municipal government, and real property law and state and local court rules and procedures.
• Knowledge of ADA principles, including reasonable accommodations, preferred but not required
• Ability to research, advise and counsel as needed
• Proactively evaluate, manage, and prioritize work assignments in a timely manner, in coordination with outside law firms to ensure legal sufficiency, accuracy, completion, and compliance with program requirements
• Draft, review and negotiate contract documents, including construction and real estate, and other documents necessary and appropriate to complete transactions
• Coordinate with outside attorneys to resolve outstanding legal matters
• Knowledge of administrative law and procedure, traditional labor law, employment discrimination law, landlord/tenant law, civil procedure and civil rights law
• Perform all other duties and assignments as assigned

ADDITIONAL WORKING CONDITIONS
• Work beyond the normal work day will be required at times
• Contact with owners and clients may become hostile at times
• Appointees will be required to possess a valid driver’s license and the statewide minimum insurance requirements if the operation of a vehicle is necessary to perform essential duties of the position
• Travel within Cook County suburbs will be required at time
• Overnight travel outside of Cook County will be occasionally required

EDUCATION, EXPERIENCE AND/OR CERTIFICATION
• J.D. degree from an ABA accredited law school
• Licensed to practice law in the State of Illinois
• Licensed to practice law before the United States District Court for the Northern District of Illinois. Minimum of fifteen (15) years’ experience as in-house counsel in real estate law in government (preferred), corporate or law firm environment.

SALARY
The salary range for this position is $190,000 – $200,000.
