SUMMARY
The 504/Equal Opportunity Program Coordinator coordinates and independently plans and executes each phase of these programs and is responsible for evaluating and ensuring their effectiveness. The goal of this position is to eliminate barriers to equal opportunity and provide reasonable accommodations especially as they apply to individuals with physical and mental disabilities.

ESSENTIAL FUNCTIONS
The statements below are intended to describe the general nature and scope of work being performed by this position. This is not a complete listing of all responsibilities, duties and/or skills required. Other duties may be assigned.
• Coordinates the implementation of all HACC programs and actions to ensure compliance with the Americans with Disabilities Act (ADA), 504 of the Rehabilitation Act of 1973, the Fair Housing Act, the Architectural Barriers Act, Equal Employment Opportunity (EEO) and other related laws, statutes and regulations.
• Conducts physical surveys to assess the needs of applicants, residents, employees and other persons interested in the services, programs and activities offered by HACC and to identify the barriers to physical accessibility; determines steps necessary to achieve program accessibility.
• Identifies barriers to equal opportunity of groups applying for services; directs HACC’s efforts to eliminate those barriers.
• Monitors the supply and demand of accessible units at HACC managed properties; coordinates compliance with requirements for accessible units.
• Ensures effective communication with disabled employees and job applicants with disabilities, disabled tenants and applicants on the waiting list, and all other disabled individuals wanting to benefit from the services, programs, and activities offered by the HACC.
• Identifies and makes recommendations regarding the need to provide or improve information and signage for persons with impaired vision or hearing so that they can obtain information as to the existence and location of accessible services, activities and facilities.
• Works with all HACC departments to ensure that appropriate HACC staff provides reasonable accommodations as required by law.
• Monitors the prohibitions against employment discrimination, reviews selection criteria that screen out or tend to screen out any class of individuals with disabilities.
• Ensures compliance with applicable laws and regulations in all aspects of employment, including recruiting, hiring, terms, conditions, or privileges of employment, discipline, discharge and layoff.
• Serves as technical expert for HACC on equal opportunity for persons with physical and mental disabilities.
• May provide supervision to support staff positions.
• Consults with the Executive Director and other appropriate staff regarding the development and facilitation of regulatory training programs to ensure that the HACC is in compliance with all federal, state and local equal opportunity requirements

Designs the delivery and evaluation of mandatory training programs for HACC employees on the legal responsibility of providing effective communication to disabled clients, as well as processing client reasonable accommodation requests on an on-going basis in compliance with federal and state standards.
• Collaborates with 3rd party Architects and Consultants to ensure unit and program compliance with 504 and UFAS regulations.
• Makes recommendations to the Executive Director regarding policy decisions and/or policies that may affect HACC’s disabled employees, residents, participants or applicants.
• Maintains current knowledge of laws, rules and regulations governing equal opportunity policies, standards and requirements.
• Ensures that all contractors, subcontractors, subgrantees and others with whom HACC arranges to provide services or benefits to its residents or employees do not discriminate.
• Counsels employees on Equal Employment Opportunity (EEO) policies and procedures and other related matters in order to investigate and seek to resolve informal EEO complaints.
• Serves as a mediator between the complainant and management, and seeks to negotiate the settlement of equal opportunity complaints.
• Prepares and submits correspondence, memos and reports as required ensuring compliance with all federal and state mandates.

EDUCATION, EXPERIENCE AND/OR CERTIFICATION
• Bachelor’s degree required from an accredited four-year college or university or five years of progressively responsible professional governmental administrative experience.
• A minimum of three to five years of progressively responsible experience in administering ADA/disability compliance programs; developing policies and procedures; and representing an organization with external agencies and organizations.
• Considerable knowledge of ADA rules and regulations.
• Excellent interpersonal, counseling, negotiating, problem solving, and written and verbal communication skills.
• Candidate’s technical experience should include preparing self-evaluations and transition plans, proactive strategic planning, developing and conducting training programs, conducting studies and surveys, performing research and analysis.
• Candidates should possess a working knowledge of state and federal laws and regulations dealing with accessibility and the civil rights of persons with disabilities.
• Paralegal Certificate

WORKING CONDITIONS
• Requires availability to work beyond normal workday.
• Work environment consists substantially of indoor office activities performed in a heated/air
• conditioned setting.
• Position requires the need to sit, stand, bend, climb, and/or stretch for extended periods of time.
• Requires lifting, carrying and/or pushing up to 15 pounds.
• Frequent repetitive hand movement (e.g. typing).

SALARY
The salary range for this position is $55,000 – $59,600.
