SUMMARY
Under the general direction of the Director of Rent Assistance, performs managerial functions in the
Housing Choice Voucher (HCV) Program. Position will manage a team in any of the HCV departments – Renewals; Portability; Wait List; Project-Based Vouchers; Special Programs, such as Family Unification, Mainstream Vouchers, VASH, and FLOW; Family Self-Sufficiency; or Homeownership. Candidates must have knowledge of all aspects of the HCV Program as team assignments are subject to change.

ESSENTIAL FUNCTIONS
• Manages staff to ensure all core functions of the HACC are performed accurately, efficiently, and in
compliance with HUD regulations, state and local regulations, and the HACC’s Administrative Plan to achieve targeted performance goals
• Monitors achievement of goals, productivity, efficiency, accuracy, quality, timeliness, and completion of re-certifications, new applications, rent determination, inspections, etc.
• Performs routine supervisory duties, including selection of new employees, performance evaluations,
coaching and counseling, progressive discipline, termination, and quality control
• Provides leadership, example, and direction to staff, including training and development
• Updates and revises policies and procedures to maintain compliance, streamline processes, and ensure optimal performance in the delivery of the highest quality of services
• Ensures waiting list applicants are processed according to HUD regulations and the Administrative Plan
• Manages portability process, including correspondence between PHAs, billing deadlines, and portabilityreceivables/payables
• Prepares and submits grant applications for potential funding sources
• Develops relationships with prospective employers, job training organizations, prospective landlords,
educational institutions, agencies that provide counseling and support services, and other entities that would enhance the quality of life for the clients
• Represents the agency internally and externally as appropriate, including serving on local committees
and performing public speaking engagements
• Resolves non-routine issues
• Approves termination of participants for non-compliance
• Conducts staff meetings with supervisors and/or other division employees to provide and obtain
information about the program or to train subordinates in specific areas
• Reviews reports to ensure proper release and/or suspension of HAP and UAP
• Prepares and maintains detailed program reports, including those required for SEMAP and VMS
submissions
• Performs all duties in accordance with HACC policies

OTHER DUTIES AND RESPONSIBILITIES
• Prepares documents for legal proceedings/cases
• Complies with applicable job-related local, state, and federal regulations
• Meets or exceeds applicable job-related HUD performance standards relating to program regulations
and reporting
• Responsible for safety while performing all facets of job and observes all Housing Authority safety
procedures, as well as all local, state, and federal safety laws and regulations
• Promotes positive customer relations
• Performs other duties as assigned

EDUCATION, EXPERIENCE AND/OR CERTIFICATION
• Bachelor’s degree or equivalent in a related field of study from a four -year accredited college or university
• Five (5) years related work experience, including three (3) years supervisory or managerial level
experience
• HCV Certification required
• A combination of work experience and education will be considered

Required Knowledge Skills and Abilities
• Extensive knowledge of applicable national, state and local rules, regulations, statutes, policies and
procedures regarding Housing Choice Voucher Management and Administration
• Extensive knowledge of operating policies and procedures pertaining to the HCV program
• Extensive knowledge of problems and needs of families in low income housing
• Demonstrated knowledge of the Family Self Sufficiency (FSS) and Homeownership Programs
• Demonstrated knowledge of the Veteran’s Affairs Supportive Housing (VASH) Program
• Demonstrated knowledge of the Mainstream Program
• Demonstrated knowledge of the Family Unification Program (FUP)
• Demonstrated knowledge of the Project Based Voucher (PBV) Program
• Organizational, analytical, and problem-solving skills
• Demonstrated computer literacy, including knowledge of Yardi, Word, Excel, and related applications
• Ability to write and develop appropriate policies and procedures for operations and compliance
• Ability to multi-task and prioritize responsibilities
• Ability to communicate and interact appropriately with the general public, applicants, residents and staff
• Ability to follow verbal and written instructions
• Ability to work effectively with others and work independently
• Excellent customer relations skills
• Demonstrated attention to detail
• Demonstrated punctuality and reliability
• Ability to produce clear, accurate and timely reports

ADDITIONAL WORKING CONDITIONS
• Requires availability to work beyond normal workday
• Work environment consists substantially of indoor office activities performed in a heated/
air-conditioned setting
• Occasional travel to various work locations in all weather conditions; must have own transportation
• Position requires the need to walk, sit, and/or stand for extended periods of time
• Requires lifting, carrying, and/or pushing up to 15 pounds
• Frequent repetitive hand movement (e.g. typing)
• Requires a valid driver’s license and insurance if the operation of a vehicle is necessary to perform
essential duties of the position

The salary range for this position is $70,000 – $75,000.
