Financing issues are leading to a change in the ownership of a proposed subsidized housing development at 504-514 South Blvd. in Evanston.
The project, as approved by the City Council in 2023, was to have been developed, managed and owned by Cleveland, Ohio, based PIRHL, LLC in collaboration with the Housing Authority of Cook County. The 60-unit project would replace four HACC owned townhomes and a city-owned parking lot.
