The Senior Director of Project Management leads enterprise-wide organizational and project management strategy to ensure the successful delivery of strategic initiatives. This role integrates organizational change management, portfolio governance, and business process improvement to drive measurable results, strengthen operational effectiveness, and enhance organizational agility. In this capacity, the Director will establish and optimize IT financial management, vendor relationships, and enterprise PPM tooling to meet modern standards. The Director (Senior Director) partners closely with executive leadership to align transformation initiatives with business goals while building enterprise capacity to manage and sustain change.

Key Responsibilities
• Provide executive oversight of the enterprise project portfolio, incorporating complex demand intake processes, project prioritization scorecards, and enterprise-wide resource capacity modeling.
• Lead and standardize organizational change management (OCM) frameworks and practices, including Agile transformations and the establishment of Agile Centers of Excellence (CoE)..
• Establish and maintain PMO governance, reporting, and performance metrics, ensuring strict adherence to cybersecurity protocols, data privacy regulations, and IT compliance (e.g. NIST).
• Advise executive leadership on strategy execution, change readiness, and risk mitigation.
• Oversee project planning, budgeting, risk management, and resource allocation, applying rigorous IT Financial Management (ITFM) to track CapEx vs. OpEx, ROI, and Total Cost of Ownership (TCO).
• Lead business process improvement initiatives (Lean/Six Sigma methodologies preferred)
• Develop executive dashboards and portfolio health reporting by owning and optimizing Enterprise Project and Portfolio Management (PPM) tools.
• Foster cross-functional collaboration and stakeholder engagement.
• Build organizational capability in change leadership and project delivery, managing hybrid (Waterfall/Agile) delivery models and third-party vendor performance.
Required Qualifications
• Bachelor’s degree in business, Organizational Development, IT, Public Administration, or human related field.
• 15+ years of progressive leadership experience in project management, change management, or organizational transformation.
• Minimum 15 years in a management-level role or above.
• Proven success leading enterprise-wide transformation initiatives.
• Experience in public sector or large, complex organizations required.
Preferred Certifications
• PMP (Project Management Professional)
• Prosci Change Management (or equivalent)
• Six Sigma / Lean / Business Process Improvement
• Certified ScrumMaster (CSM), SAFe Agilist, or equivalent Agile certifications

The salary range for this position is $130,000 – $140,000.
