HACC Reaffirms Commitment to Open Meetings Act Compliance

On November 13, 2025, the start of the regularly scheduled Housing Authority of Cook County (HACC) Board of Commissioners meeting was delayed by 10 minutes due to the Commissioners receiving a brief risk-management update regarding an urgent financial matter. The impromptu briefing provided Commissioners with time-sensitive information regarding procedures, extended evaluations, and communications from one of its partner financial institutions.

The briefing consisted solely of factual, time-sensitive disclosures intended to ensure that Commissioners were aware of the recent news and potential implications that could adversely affect HACC’s ability to access capital markets or maintain favorable financing terms and therefore threaten HACC’s ability to serve residents and/or its partners.

One Commissioner participated in the briefing via video conference. During the briefing, no votes were taken, considered or necessary. No policy matters were discussed. No recording was made, and the content of the agenda was not modified. The 11:00 am board meeting officially started at 11:10 am.

At all times, HACC and its Commissioners acted in good faith and without any intent to circumvent the requirements or the spirit of the Illinois Open Meetings Act (OMA). Commissioners reasonably understood the briefing to constitute an administrative, non-deliberative update provided in response to a credible and immediate financial concern.

HACC acknowledges that the briefing may give rise to procedural questions under OMA and accepts responsibility for any non-compliance. The agency remains firmly committed to transparency and accountability and will thoroughly and expeditiously respond to all inquiries and review by the Public Access Counselor (PAC). Additionally, HACC will address the OMA protocols and ensure Commissioners and essential staff have successfully completed or will complete supplemental OMA training to ensure full compliance with both the letter and intent of the Act in all future circumstances.
