Head Maintenance Worker (South Region)

SUMMARY
Under general direction of a Property Manager, leads maintenance workers in special projects and assignments (seasonal/other) that involve completing large tasks in a specified time frame.

ESSENTIAL FUNCTIONS
• Organize Pre-Reac/Nspire inspection of units and accompany staff during inspections that are assigned to specific site to ensure deficiencies are noted and work orders generated for completion prior to REAC/Nspire inspections and IHDA inspections
• Ensure all deficiencies are completed in required time frames set forth on Nspire inspection report (24 hours, 30 days, 60 days, timeframes).
• Responsible for all before and after photos for Nspire inspection that shows findings were corrected, labeled properly with QR codes for uploading to Nspire portal within required deadlines outlined in Nspire inspection report
• Stay abreast of all the latest Nspire scoring and rules/regulations required to achieve acceptable and/or high Nspire inspection scores
• Coordinate with vendors of work assignments required for Nspire inspection that are beyond scope of duties of regular maintenance workers
• Lead team in ordering adequate supplies for Nspire pre-inspections and actual inspections from various facilities HACC purchases materials
• Investigate/troubleshoot major work that includes, but not limited to, electrical, plumbing, HVAC and other complex assignments that maintenance workers and/or resident custodians are not skilled to handle, and recommend work to be contracted out when needed
• Responsible for working as a liaison between vendors and maintenance staff ensuring correct completion of work that is contracted out
• Provide overall guidance to maintenance workers on day to day operations and assist in completing complex assignments
• Provide temporary help/support when maintenance worker is absent as needed
• Provide insight and guidance with property management staff in maintenance interviewing and conducting on-site demonstration of make ready units to prospective candidates
• Conduct site walks with various lenders, investors, HUD, state officials as needed on an ongoing basis of vacant & occupied units, common areas and any other areas required at time of requested site walk from outside entities mentioned
• Ensure make ready units are being completed timely by monitoring weekly vacancy reports and confer with manager and maintenance staff on ways to improve efficiency/deadlines for vacant units

OTHER DUTIES AND RESPONSIBILITIES
• May need to work at various sites throughout HACC.
• Practices good safety habits, uses proper safety equipment and material handling devices; wears eye protection, safety gloves, shoes with leather tops and hard bottoms, seat belts, etc.
• Wears issued work uniform on regular duty, overtime, and Authority authorized business and travel only.
• Reports workplace accidents and injuries to supervisors in accordance with established procedures.
• Complies with applicable job-related local, state, and federal regulations.
• Meets or exceeds applicable job-related HUD performance standards particularly PHAS.
• Responsible for safety while performing all facets of job and observes all Housing Authority safety procedures, as well as all local, state, and federal safety laws and regulations.
• Promotes positive customer relations.
• Performs other duties as assigned.

EDUCATION, EXPERIENCE AND/OR CERTIFICATION
• High school diploma or equivalent.
• Three (3) years related skilled or semi-skilled work experience in property rehab, general building/property cleaning and equipment maintenance/repair. Must have working experience with plastering, painting, carpentry, plumbing, and electrical systems and working knowledge of materials and equipment used in building and grounds maintenance.

REQUIRED KNOWLEDGE SKILLS AND ABILITIES
• Knowledge of boilers, HVAC, plumbing, carpentry, mechanical systems and electrical repair/installation.
• Ability to read pressure gauges, valves, thermometers, etc.
• Ability to multi-task and prioritize responsibilities.
• Ability to communicate and interact appropriately with the general public, applicants, residents and staff.
• Ability to follow verbal and written instructions.
• Ability to work effectively with others and work independently.
• Analytical skills and problem-solving ability.
• Demonstrated attention to detail.
• Demonstrated punctuality and reliability.

EQUIPMENT AND SYSTEMS OPERATED
• Various maintenance equipment including but not limited to a drill, rodding machine, sander, saws, paint sprayer, hand tools, floor stripper, snow blower, and lawn mower.
• Truck with plow attachment.

ADDITIONAL WORKING CONDITIONS
• Requires availability to work beyond normal workday.
• Work environment consists substantially of indoor and outdoor field work, including inclement weather with wet and humid conditions.
• Frequent travel to various work locations in all weather conditions. Must have own transportation.
• Position requires the need to walk, sit, and/or stand for extended periods of time.
• Requires stooping, bending, crouching, reaching, and climbing stairs/ladders.
• Contact with owners and tenants may become hostile at times.
• Occasional repetitive hand movement (e.g. tools).
• May lift and carry up to 65 pounds. May push or pull heavier objects such as appliances, furniture, etc.
• Appointees will be required to possess a valid driver’s license and be insurable according to agency guidelines only if the operation of a vehicle, rather than employee mobility, is necessary to perform essential duties of the position.

The hourly wage for this position is $26.50.
