SUMMARY
Leads technology administration at the Housing Authority of Cook County (HACC), including budgeting, resource allocation, policy training, technology evaluation, project management, and service deployment. Assists the Chief Operating Officer in improving cost-effectiveness, service quality, and IT operations. Analyzes technology trends for long-term IT planning.

ESSENTIAL FUNCTIONS
• Oversee IT strategic goals, plans, policies, and procedures.
• Leads strategic planning to align with business objectives, prioritizing initiatives and coordinating technology projects.
• Manage technology governance, project portfolio, and service delivery.
• Stays abreast of industry trends and emerging technologies.
• Builds and manages the operations technology team and environment; oversees technical resources for projects and daily operations.
• Oversee recruitment, development, retention, and organization of technical staff in accordance with budgetary objectives and personnel policies.
• Ensures delivery of technical services through oversight of service level agreements and system performance monitoring.
• Develops, designs, and implements new applications and modifies existing systems.
• Initiates contracts for the procurement of IT systems and services following established policies.
• Authorizes IT procurement to ensure adequate technical capabilities across the organization.
• Reviews and pursue hardware/software maintenance contracts and master service agreements.
• Establishes and maintains vendor and user partnerships to evaluate IT operations and vendor performance.
• Manages the technology services budget for purchasing, staffing, and operations.
• Supports IT audits and legislative inquiries.
• Consults with department heads to set project boundaries, priorities, and discuss system capacity and acquisitions.
• Maintains consistency of existing applications by enforcing implementation standards and procedures.
• Approves business requirements and participates in hardware/software evaluations, maintaining vendor contracts.
• Revises policies to comply with Federal, State, and HUD regulations.
• Performs duties in accordance with Authority policies.

EDUCATION, EXPERIENCE, AND/OR CERTIFICATION
• Bachelor’s degree in Information Technology, Business Administration, or similar field; Master’s preferred.
• 10+ years of leadership experience.
• Strong problem-solving, judgment, and decision-making skills.
• Experience in strategic technology planning, execution, and policy development.
• Proven expertise in project management; adept at applying technology to business issues.
• Ability to communicate with both technical and non-technical staff; strong service orientation.
• Up to date with IT trends and developments.

• Computers and peripherals. Office equipment.

ADDITIONAL WORKING CONDITIONS
• Must be available to work beyond regular hours.
• Occasionally travel to various locations in any weather.
• Must bend, stoop, crouch, or reach for files or tools.
• A valid driver’s license and insurance are required if driving is essential for the job.

SALARY
The salary range for this position is $115,000 – $125,000.
