Summary
The Housing Authority of Cook County is the 2nd largest housing authority in the State of Illinois. Under new executive leadership, HACC is hiring its first Deputy Chief Human Resource Officer (CHRO), responsible for developing and executing human resource strategy in support of the overall agency’s strategic direction. This position is a key member of the executive team and leads a comprehensive range of human resources services for our workforce. This person will lead all of HACC’s human resources programs including, but not limited to, talent acquisition and retention efforts, compensation and benefits administration, workforce/succession planning, employee development and equality and inclusion initiatives and labor relations.

Key Responsibilities
Strategic Leadership: Bring a strategic perspective to HR management that can help align the organization’s human capital with its overall goals and objectives. They will provide insights into workforce trends and challenges and develop strategies to support talent management and development.
• Develop and lead a comprehensive people strategy aligned with HACC’s mission, values, and growth goals.
• Drive organizational design and workforce planning strategies to support company growth and efficiency.
• Serve as a thought partner to the executive team on organizational design, workforce planning, compensation strategy, and talent and leadership development.

Talent Management and Leadership Development: Responsible for managing the recruitment, retention, and development of the organization’s talent. They will develop training and development programs, manage employee compensation and benefits programs, and create a positive and inclusive work environment.
• Design and implement talent development programs to cultivate employee growth and development.
• Evolve performance management processes to drive accountability, career growth, and organizational impact.
• Provide coaching and guidance to executives to enhance leadership effectiveness.
• Build and manage a high-performing HR and recruitment team.
• Implement compensation and benefits programs that are competitive and aligned with market benchmarks.

Employee Relations and Compliance: Ensure compliance with employment laws and regulations. They will develop and implement HR policies and procedures that comply with these laws and regulations and manage employee relations issues, such as grievances, disputes, and disciplinary actions.
• Ensure company policies, procedures, and practices align with legal requirements and industry best practices.
• Act as a trusted advisor to executives and managers on people-related matters.
• Stay abreast of industry best practices and emerging HR trends, continuously innovating HACC’s people strategy.

Culture and Engagement: They will foster a positive organizational culture that supports employee engagement, retention, and productivity. They will develop programs and initiatives that promote a diverse and inclusive workforce and support employee well-being while promoting the values of the company.
• Deliver programs that enhance employee engagement, satisfaction, and retention at scale.
• Partner with leadership to drive performance management and career development programs that continue to raise the bar for team performance.

Business Results: Contribute to business results by aligning HR strategies with business goals and providing data-driven insights to inform decision-making. They will use HR analytics to identify trends and patterns in employee data and provide insights into talent management, recruitment, and other HR-related issues.
• Provide data-driven insights and HR metrics, and ensure that HR initiatives contribute to the organization’s financial performance and operational effectiveness.

Administration: Oversees and coordinates all administrative operations within the organization, ensuring efficiency and smooth daily functioning
• Own key relationships with brokers and strategic partners.
• Manages the department budget and ensures that expenses are reported accurately, and that the budget is managed to expectation.

•Expertise in people analytics, total compensation, talent acquisition, onboarding, employee engagement, and employee relations in a high growth or scaling organization.

Qualifications
•A BS/BA degree from an accredited college/university; MBA or MA/MS in human resources or related field preferred.
•A minimum of 15 years of experience in HR, including experience managing teams and projects, is required.
•Experience working in a high-growth environment.
•SHRM-SCP or SPHR is required.

The salary range for this position is $130,000 – $140,000.
