SUMMARY
The Cybersecurity Analyst will play a transformative role in establishing and maturing the cybersecurity posture of the Housing Authority of Cook County. In the absence of a formal cybersecurity program, this position will be critical in designing and implementing foundational security controls and best-practice frameworks to protect critical data, mitigate cyber threats, and ensure operational resilience. The Cybersecurity Analyst will develop and implement security policies and procedures for threat detection, incident response, and vulnerability management, ensuring that security measures safeguard sensitive resident data and align with regulatory requirements. By introducing risk-based security monitoring, this role will reduce the risk of data breaches, minimize operational disruption from cyberattacks, and support compliance with HUD regulations. Ultimately, the Cybersecurity Analyst will help HACC evolve from a reactive, vulnerable state to a proactive, resilient organization that protects resident information and maintains the trust of the communities it serves.

ESSENTIAL FUNCTIONS
• Research and implement a SIEM
• Monitor and respond to security alerts, logs, and incident reports using SIEM and EDR tools.
• Assist with vulnerability scanning and remediation tracking across systems and endpoints.
• Support phishing simulations and security awareness initiatives for employees.
• Help administer endpoint protection, firewalls, and network access controls.
• Investigate suspicious activity, document findings, and contribute to incident reports.
• Participate in threat hunting and routine log analysis to identify risks.
• Ensure compliance with internal security policies and external regulations (PCI-DSS, GDPR, etc.).
• Work with IT teams to securely configure and patch systems.
• Maintain asset inventories and user access reviews.
• Assist in audits, penetration testing follow-ups, and third-party security reviews.

EDUCATION, EXPERIENCE AND/OR CERTIFICATION
• Bachelor in Cybersecurity, Computer Science or Information Technology
• 2-5 years of hands-on experience in cybersecurity or IT security operations.
• Familiarity with tools such as Artic Wolf, Cloudflare, or similar.
• Working knowledge of common attack vectors, malware behavior, and security best practices.
• Experience with networking concepts and system hardening.
• Strong analytical and troubleshooting skills.
• Relevant certifications (e.g., CompTIA Security+, CISSP, CISM CySA+, SSCP, or equivalent) preferred.
• Experience in a housing authority environment is a plus.

EQUIPMENT AND SYSTEMS OPERATED
• Computers and peripherals. Office equipment.

ADDITIONAL WORKING CONDITIONS
• Availability beyond regular hours, occasional travel, valid driver’s license required.
• Requires own transportation.
• Must bend, stoop, crouch, or reach for files or tools.

SALARY
The salary range for this position is $80,000 – $97,000.
