SUMMARY
The Housing Authority of Cook County (HACC) is on a mission to provide safe, desirable, and affordable housing to thousands of residents across Cook County. We are seeking a passionate and detail-oriented Application Analyst to join our team and play a critical role in advancing our values of integrity, compassion, and consistency. The Application Analyst is the primary steward of the core business systems that support our Public Housing and Rent Assistance programs, which collectively serve over 13,000 families, seniors, and persons with disabilities. This position ensures the operational integrity, efficiency, and reliability of the software applications that manage everything from tenant leasing and rent collection to maintenance and regulatory compliance. The ideal candidate is a proactive problem-solver who can translate business needs into technical solutions and understands that their work directly contributes to the stability and well-being of the communities we serve.
ESSENTIAL FUNCTIONS
• Analyze, support, and optimize the Authority’s property management software suite, ensuring seamless operation of modules for tenant application and screening, accounting, rent collection, and maintenance management.
• Serve as the primary technical point of contact for end-users across the Agency, troubleshooting complex application issues, performing root cause analysis, and providing timely and effective resolutions to ensure continuity of service to residents and landlords.
• Collaborate with departmental stakeholders (e.g., Leasing, Finance, Maintenance) to understand business processes and system requirements, translating operational needs into functional specifications for system enhancements, custom reports, and optimized workflows.
• Develop and maintain a library of standard and custom reports to support data-driven decision- making, program compliance, and the generation of required reports for regulatory bodies such as the U.S. Department of Housing and Urban Development (HUD).
• Manage user access controls, security permissions, and system configurations to ensure data integrity, protect sensitive information, and maintain compliance with all federal, state, and local privacy and security regulations.
• Conduct regular system audits and performance tuning to identify opportunities for process improvement and enhanced functionality.
• Assist in the planning, testing, and deployment of new application modules, system upgrades, and software patches, ensuring minimal disruption to business operations.
• Create and maintain clear technical documentation, including system configurations, user guides, and standard operating procedures for application-related tasks.
• Provide training to new and existing staff on the proper use of business applications and promote best practices to maximize system efficiency and user adoption.
• Act as a liaison between the Authority and software vendors to manage support tickets, escalate critical issues, and advocate for necessary system enhancements.
EDUCATION, EXPERIENCE AND/OR CERTIFICATION
Required Qualifications:
• Three to five (3 – 5) years of progressive, professional experience in a role such as Application Analyst, Business Systems Analyst, or a similar position responsible for supporting enterprise-level business applications.
• Demonstrated professional experience with the core functional processes of property management, including the leasing lifecycle, residential accounting (accounts receivable/payable), and maintenance work order management, in a system-agnostic context.
• Proven ability to troubleshoot complex application software issues, perform systematic root cause analysis, and work collaboratively with non-technical end-users and external vendors to bring issues to a successful resolution.
• Strong analytical skills with a foundational understanding of relational databases and experience using data extraction and reporting tools (e.g., SQL queries, Crystal Reports, Power BI, or similar).
Preferred Qualifications:
• A bachelor’s degree from an accredited college or university in Information Technology, Computer Science, Business Administration, or a closely related field.
• Prior work experience in a public sector, non-profit, or government agency environment.
• Direct, hands-on experience supporting one or more major property management software platforms (e.g., Yardi, MRI, Entrata, RealPage, etc.).
• Professional certifications in information technology, such as ITIL Foundation or other relevant technical credentials.
• Experience participating in business process mapping, requirements gathering, and system implementation or data migration projects.
• Bilingual: Spanish is a plus.
The salary range for this position is $78,000 – $92,000.
