RESUMEN
Under the direction of the Assistant Comptroller, responsible for the reporting and analyzing of financial data within the Finance Division to help assist in the preparation and review of financial statements, HUD reporting, and auditing functions of the Authority in accordance with HUD regulations. This position will review, manage, audit and analyze financial reporting for Public Housing, HCV and Multi-Family properties. Develop and lead a team of property accountants; providing guidance, training, and performance management.

FUNCIONES ESENCIALES
• Oversee a team of property accountants by providing coaching and mentorship to ensure comprehension of accounting practices and adherence to key deliverable deadlines.
• Review and approve monthly cash account reconciliations for Public Housing, HCV and Multi-family properties.
• Review and approve journal entries, ensuring accurate and timely recording of transactions.
• Prepare monthly general ledger account reconciliations for Public Housing, HCV and Multi-family properties.
• Ensure property accounting team meets all internal and external deadlines.
• Assist with the preparation of monthly, quarterly and annual financial reporting to the investors and HUD.
• Assist with the Multi-family and Agency’s annual audits and prepare schedules to the auditors.
• Review and assist with the preparation of annual budgets for Public Housing, HCV and Multi-family properties.
• Review monthly variances from budget and provide variance explanations.
• Interact with the Property Managers on various financial issues relating to the operations of the properties.
• Identify properties requiring budget expense line revisions, both increases and decreases, and maintain overall Authority budget balance.
• Ensure property accountants perform an account receivable roll-forward and reconciliation accounting for the monthly rent billings, cash posted to accounts receivable, rental income and cash receipts per bank.
• Maintain trend analysis as well as cash forecast for all properties.
• Assist on any Rental Assistance Demonstration (RAD) conversions as well as understanding requirements of the program.
• Act as liaison on system changes/upgrades, property transitions, and/or new programs implemented.
• Review and ensure compliance with accounting policies and procedures, and resolve accounting related issues.
• Update and identify improvement to standard operating procedures and best practice memos.
• Manage special projects and initiatives as assigned and drive process changes for greater efficiencies.
• Understand and maintain knowledge of property specific processes and relevant information.
• Meet with direct reports weekly to ensure tasks are outlined clearly and expectations are met timely and efficiently.
• Perform performance evaluations semi-annually for all direct reports.

• Complies with applicable job-related local, state, and federal regulations. Knowledge of applicable national, state and local regulations, statues, policies and procedures regarding Low-Income Housing, or other housing type as determined by the department as the time of job posting.

EDUCACIÓN, EXPERIENCIA Y/O CERTIFICACIÓN
• Masters and/or CPA preferred.
• Bachelor’s degree (BA) or equivalent degree in accounting, finance, economics, public or business administration required.
• 3 – 5 years of supervisor experience
• 5 – 7 years in functional areas of the public housing financial sector such as accounting, budgeting, auditing, or financial analysis.

SALARIO
The salary for this position is $80,000.
