Located at 231 Wheeling Road in Wheeling, Union Apartments is privately owned and operated. Residents of this development are required to pay 30% of their income in rent while the HACC subsidizes the remainder. Union Apartments is a mixed income housing community for families with one-, two-, and three-bedroom project-based voucher (PBV) units. Applicants currently on the HACC’s Housing Choice Voucher (HCV) Program wait list will receive a preference over other applicants.

Eligibility

To be eligible for housing at the Union Apartments, maximum income and occupancy limits apply. For the one-bedroom units, applicants cannot have income that exceeds the extremely-low income limit of 30%AMI, which is as follows:
$23,200 for a 1-person household $26,500 for a 2-person household.

For the two-and three-bedroom units, applicants cannot have income that exceeds the very-low income limit of 50% AMI, which is as follows:
$44,150 for a 2-person household $49,650 for a 3-person household
$55,150 for a 4-person household $59,600 for a 5-person household
$64,000 for a 6-person household

Maximum occupancy is restricted to 2 people per bedroom.

Project Based Voucher

The Housing Choice Voucher (HCV) Program provides rental assistance to help low income persons afford decent and safe rental housing. HCV Programs are funded by the Department of Housing and Urban Development (HUD), and administered by public housing agencies throughout the country.
