Staff Counsel – Real Estate, Contracts and Corporate Counseling

SUMMARY

Staff Counsel will provide support on Real Estate and Contracts matters and to other agency departments to prepare the majority of the contracts for the Housing Authority of Cook County (HACC). The attorney will also provide support to the Board of Commissioners Office as directed by the Executive Director and provide advice and guidance on governance and compliance issues.

ESSENTIAL FUNCTIONS
• Draft and review a wide variety of contracts, including transactional documentation as well as ordinary course contracting (e.g., lease amendments, service agreements, access agreements, property and corporate level vendor contracts for HACC.
• Provide advice and counsel on all aspects of municipal and governmental laws such as the Open Meetings Act, Freedom of Information Act, state and local law, as well as Federal law and
U.S. Department of Housing and Urban Development regulations and notices.
• Assisting and handling contract disputes, claims and resolutions.
• Provide support for a wide variety of corporate and other matters ranging from daily operations to issues of governance and public policy.
• Other duties as assigned.

EDUCATION, EXPERIENCE AND/OR CERTIFICATION
• Juris Doctor (JD) degree from an accredited law school;
• Admission to the Illinois Bar or pending admission to the bar;
• Superior research, legal analysis and writing skills;
• Superior interpersonal and communication skills;
• Strong attention to detail and exceptional organizational, problem solving, and teamwork skills;
• The ability to take ownership of and complete tasks without direct supervision;
• The ability to organize, prioritize, monitor, and control workflow deadlines and handle multiple assignments simultaneously; and
• Commitment to public service and a strong interest in government.

SALARY
The salary range for this position is $100,000 – $105,000.
