Deputy Chief, Housing Choice Voucher Program

SUMMARY
Reporting to the Executive Director, the Deputy Chief of Housing Choice Voucher Programs serves as the principal strategic and operational leader for the Housing Choice Voucher (HCV) portfolio. This executive role provides enterprise level oversight, policy direction, operational leadership, and long-range planning to ensure that the HCV program delivers high quality, compliant, equitable, and customer centered services. The Deputy Chief leads organizational transformation, drives performance excellence, strengthens operational infrastructure, and ensures the Authority meets or exceeds all federal, state, local, and agency requirements.

The Deputy Chief acts as the Executive Director’s senior advisor on all matters related to HCV operations, policy, compliance, funding strategy, and stakeholder engagement, and serves as the Authority’s primary liaison to HUD regarding HCV program performance, regulatory compliance, and strategic initiatives.

ESSENTIAL FUNCTIONS
Executive Leadership & Strategy
• Provides strategic leadership and long-term vision for all HCV programs, ensuring alignment with agency wide goals, Board priorities, and evolving community needs.
• Develops and executes multiyear operational, financial, and performance plans to maintain compliance, maximize utilization, and ensure effective use of federal resources.
• Advises the Executive Director and executive team on emerging policy issues, risk, funding projections, and program innovations affecting HCV operations.
• Leads cross departmental initiatives to improve organizational efficiency, customer service, operational quality, and data driven decision-making.

Program Administration & Oversight
• Provides executive oversight of eligibility, leasing, inspections, recertifications, program integrity, special programs, field operations, and contracts.
• Ensures the development, implementation, and continuous improvement of operational systems, performance dashboards, workflows, and administrative controls.
• Directs the development of all HCV program policies and procedures, ensuring compliance with HUD regulations and agency goals.
• Oversees the creation of annual utilization plans, lease-up strategies, and financial forecasts related to HAP and administrative expenditures.

Compliance, Quality Assurance & Reporting
• Ensures program compliance with federal statutes (including SEMAP), HUD regulations, and all applicable state and local requirements.
• Establishes and supervises quality assurance frameworks, internal controls, and
risk-management strategies to safeguard program resources.
• Oversees preparation and submission of all required HUD reports, performance metrics, audits, and executive summaries for the Executive Director and Board.
• Monitors program trends and regulatory changes to ensure proactive adjustments to policy, operations, and staffing.

Stakeholder Engagement & External Relations
• Serves as senior liaison to HUD regarding all HCV operations, inquiries, audits, and performance reviews.
• Cultivates partnerships with property owners, community organizations, housing advocacy groups, and other governmental agencies.
• Represents the Authority at local, state, and national meetings, conferences, and convenings related to housing programs.

Leadership & Talent Management
• Leads and manages a high-performing HCV leadership team; sets expectations for excellence, accountability, and professional development.
• Oversees workforce planning, staff development, organizational structure, and succession planning across HCV divisions.
• Ensures performance evaluations, coaching, corrective actions, and staffing decisions reflect agency standards and values.

Operational Excellence
• Ensures the timely and effective delivery of services to applicants, participants, landlords, and stakeholders.
• Drives productivity, efficiency, service quality, and timely completion of all operational functions.
• Resolves escalated stakeholder concerns, disputes, or complaints, ensuring fair and equitable outcomes.
• Oversees the preparation of legal documents, regulatory submissions, and materials required for administrative or legal proceedings.

OTHER DUTIES AND RESPONSIBILITIES
• Ensures continuous improvement initiatives across all facets of HCV operations.
• Promotes a customer-focused, high-integrity culture throughout the department.
• Performs additional duties as required to support the Executive Director and organizational mission.

EDUCATION, EXPERIENCE AND/OR CERTIFICATION
• Bachelor’s degree required; Master’s degree in Public Administration, Urban Planning, Business, or related field strongly preferred.
• Minimum of 10 years of senior-level management experience in housing assistance programs, public administration, or largescale program management.
• Demonstrated experience leading complex teams, administering federal programs, and implementing organizational change.
• Senior Professional Housing Manager certification (or ability to obtain within 6 months)

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES
• Expert knowledge of HCV program regulations and public housing authority operations.
• Demonstrated ability to develop policy, design operational systems, and manage large program budgets.
• Strong analytical, strategic planning, and problem-solving abilities.
• Exceptional communication skills, including executive-level writing and presentation skills.
• Demonstrated skill in organizational leadership, change management, and cross-functional collaboration.
• Strong financial acumen and experience with HCV financial management (HAP budgeting, forecasting, and monitoring).
• Commitment to equity, integrity, and customer-centered service delivery.

The salary range for this position is $150,000 – $170,000.
