Freedom of Information Act Officer (FOIA)

SUMMARY

The Freedom of Information Act (FOIA) Officer is responsible for developing, coordinating, and maintaining communication among external stakeholders on behalf of the Housing Authority of Cook County (HACC) and ensuring compliance with the Illinois FOIA. The FOIA Officer responds to information requests received by the agency, both via FOIA and non-FOIA mediums. The position manages relationships with external partners, is responsible for responding to public inquiries and comments, and creating reporting documents for internal and external reporting purposes. The FOIA Officer works closely and cooperatively with the General Counsel’s office, Communications and the Executive Office.

ESSENTIAL FUNCTIONS
Respond to all Freedom of Information Act requests received by HACC which includes the following:
• Receive, review, and analyze new and backlogged Freedom of Information Act (FOIA) requests.
• Intake incoming requests and prepare FOIA request folders.
• Coordinate with internal departments to process requests and collect responsive documents.
• Collaborate with outside agencies as necessary.
• Draft all FOIA correspondence and responses.
• Researches, examines, and analyzes documents in response to FOIA requests and makes appropriate redactions of exempt information, consistent with the Illinois FOIA.
• Review program records for responsiveness and offer release determinations.
• Ensure released materials do not contain information exempted under the applicable exemptions.
• Recognize priorities and independently organize workflow to meet deadlines.
• Coordinate responses to non-FOIA Information requests, including inquiries from external government agencies/offices and academia.
• Performs administrative and organizational work, including records management and data tracking. Maintains a database/log of all FOIA requests and responses.
• Manage special projects and strategic initiatives, including executive correspondence.
• Other duties as assigned by supervisor.

QUALIFICATIONS
• Strong knowledge in data analysis and research is required.
• Must be self-directed, motivated, team-oriented, and work independently on complex and crucial projects.
• Excellent communication skills, both verbal and written, and interpersonal skills.

EDUCATION, EXPERIENCE AND/OR CERTIFICATIONS
• Bachelor’s degree in Journalism, Communications, English or directly related field.
• Minimum of two (2) years of experience processing Freedom of Information Act (FOIA) request.
• Demonstrated experience and knowledge of FOIA rules and regulations.

ADDITIONAL WORKING CONDITIONS
• Requires availability to work beyond normal workday.
• Work environment consists substantially of indoor office activities performed in a heated/air-conditioned setting.
• Position requires the need to walk, sit, and/or stand for extended periods of time.
• Appointees will be required to possess a valid driver’s license and be insurable according to agency guidelines only if the operation of a vehicle is necessary to perform essential duties of the position.

SALARY

The salary range for this position is $55,200 -$91,088.
