POSITION PURPOSE
This position serves as the primary administrator of all items relating to the Board of Commissioners agendas and meetings. The incumbent is the designated official keeper of the seal of the HACC. This position interacts with the Executive Office, and Department Directors regarding all Board of Commissioner Meeting and Committee agenda items and manages the preparation and approval process for all items. Additionally, this position serves as Archivist for all Board of Commissioner records.

SUMMARY OF ACCOUNTABILITIES
▪ Manages the administration and coordination of all BOC agenda items in consultation with the Executive Office, and Department Directors. Conducts daily communications as necessary with the Executive Director and other senior staff on Board agenda and committee meeting items.
▪ Prepare and distribute notices, agendas, and supporting materials to board members in a timely manner.
▪ Plans all Board agenda items and coordinates with HACC personnel to ensure budget approvals, procurement issues, and legal issues have been resolved prior to submission for BOC consideration.
▪ Conducts Executive Director updates on Board agenda and committee agenda items bi-weekly.
▪ Maintain comprehensive and organized records of board meetings, resolutions, and official correspondence.
▪ Prepares Master Agenda items and tracks Master Agenda for yearly summary of BOC activity.
▪ Responsible for coordinating all activities and logistics relating to BOC and committee meetings, including scheduling with outside organizations and internal staff, coordinating the preparation and dissemination of documents.
▪ Manage official correspondence and respond to inquiries on behalf of the Board.
▪ Serves as a primary point of contact between the Board of Commissioners and internal/external stakeholders.
▪ Drafts and maintains BOC Procedures Manual for the HACC and provides continuous revision and procedure improvements.
▪ Conducts BOC and committee follow-up to ensure next steps and action items are being accomplished.
▪ Responsible for the development and communication of BOC policies.
▪ Conducts new commissioner orientation to the HACC and the BOC.
▪ Prepares minutes for all board related meetings.
▪ Acts as Archivist for all records of the BOC.
▪ Serves as official Keeper of the Seal of the HACC.
▪ Conducts training for all HACC personnel on BOC procedures and policies.
▪ Develops Automation plan for BOC procedures and executes plan in consultation with divisions and departments of the HACC.
▪ Prepares and responds to correspondence addressed to the Board of Commissioners as they relate to Board issues.
▪ Assists in the preparation of resolutions on Authority-wide issues.

REQUIRED KNOWLEDGE SKILLS AND ABILITIES
▪ Bachelor’s Degree in Public Administration, Business Administration, Finance or related field.
▪ Seven (7) years’ professional experience in a senior administration position in public sector administration is required.
▪ Outstanding organizational, interpersonal, written, and verbal communication skills, as well as a high level of discretion and professionalism.
