SUMMARY
Performs duties related to the Housing Authority of Cook County’s MBE/WBE, Section 3 Program that promotes economic self-sufficiency through training, employment and entrepreneurship.
PRINCIPAL DUTIES AND RESPONSIBILITIES
• Implement an agency-wide employment bank to facilitate the direct employment and contracting of eligible Section 3 participants.
• Link Section 3 participants to employment and/or contracting opportunities with a priority placed on individuals served in the Houston Housing Authority housing programs (public housing & HCV).
• Ensure all departments responsible for Section 3 related-activities are in compliance.
• Prepare Section 3 reports for timely submission to HUD.
• Monitor and evaluate Section 3 participants and contractors to ensure adequate activity, progress and compliance requirements are achieved.
• Attend community events and meetings to promote Housing Authority of Cook County and its’ Section 3 Program, along with attending resident council meetings to obtain residents’ input.
• Develop and maintain a network of public and private associates who will train, employ and assist with business development opportunities for Section 3 participants.
• Monitor and track program information and statistical data for all Section 3 related activities.
• Coordinate special projects to inform and increase awareness of HACC’s Section 3 Program and related components.
• Research, prepare and coordinate written responses to independent audits and external inquiries/complaints related to Section 3.
• Attend technical workshops, professional development opportunities and local meetings to stay abreast of current trends and issues impacting Section 3 Programs.
• Create and maintain an operational plan to ensure internal coordination of HACC’s Section 3 policies.
• Coordinate Section 3 activities with other agency-supported economic self-sufficiency initiatives hosted by Public Housing and Housing Choice Voucher Programs.
• Conduct marketing and outreach activities to engage eligible participants (residents and non-residents) in Section 3 Program.
• Assist Section 3 participants in eliminating barriers impacting job acceptance and retention by providing referrals to local resources and services.
• Establish and maintain current Section 3 databases to offer linkage between Section 3 stakeholders. The databases shall include but are not limited to: 1) Participants 2) Contractors 3) Businesses (small, minority, disadvantage & women-owned) and 4) Opportunities (training, employment & contracting).
• Attend meetings with various contractor and vendor groups to ensure understanding of the agency’s Davis Bacon Act and related laws, Section 3 and M/W/DBE policies.
• Attends pre-award and pre-construction meetings with buyers and user departments to ensure compliance obligations are understood prior to the delivery of supplies or the commencement of work to be performed.
• Performs compliance evaluations which include a desk audit review of the documentation submitted by the contractor, an on-site review to investigate any discrepancies revealed in the documentation, and additional analysis and resolution of violations.
• Verify Minority Business Enterprises, Women Business Enterprises, Disadvantaged Business Enterprises, and Section 3 Enterprises percentages, M/W/DBE certification, evaluate best faith efforts and recommends approval of utilization plans.
• Submits various reports regarding Davis Bacon Act and related laws, Section 3 and M/W/DBE cases and activity.
• Attend meetings with various contractor and vendor groups to ensure understanding of the agency’s Davis Bacon Act and related laws, Section 3 and M/W/DBE policies.
• Prepare and submit DOL Reports on semi & annual basis.
• Maintains log of all HACC contracts and contract information for adherence to extension and expiration dates, maintaining the current vendor list, and maintain all HACC vendor files.
• Ensures all contractors correct any discrepancies in wages paid to staff to ensure compliance.

• Prepares reports of Contract Compliance activity as requested or required.
• Coordinates and assists the Department of Labor and HUD with wage and hour investigations of contractors during wage disputes.
• Maintain the integrity and confidentiality of assigned contract files and various report documentation for accuracy to ensure information is properly stored on HACC network.

EDUCATION/EXPERIENCE AND/OR CERTIFICATION
• Bachelor’s Degree (BA) in Business Administration, Accounting or related field or equivalent combination of education and experience.
• Seven (7) to ten (10) years’ experience in contract auditing and/or investigation experience.
ADDITIONAL WORKING CONDITIONS
• Work environment consists substantially of indoor office activities performed in a heated/air- conditioned setting.
• Position requires the need to sit, stand, bend, climb and/or stretch for extended periods of time.
• Frequent repetitive hand movement (e.g. typing).
